                   Trajetória

　　澳门特别行政区政府依据相关法律规章及规范性文件，结合澳门特区内文化旅游产业现状，特制定出台相关政策。本政策旨在推动澳门特别行政区文化旅游业进一步发展，加速文化旅游产业与经济深度融合，实现澳门经济社会发展的良性互动。

　　一、政策目标

　　根据《澳门特别行政区经济与社会发展第十四个五年计划纲要》和《2024年澳门特别行政区政府工作重点》，本政策以贯彻落实政府大政方针为基础，以促进澳门旅游业及文化产业发展为核心，聚焦下列方面：

1. 　　加强旅游资源宣传推广，提升国际竞争力；

2. 　　突出澳门特区内旅游产业与文化产业特色，增强旅游品牌影响力；

3. 　　促进文化旅游产业与其他产业的经济融合；

4. 　　加快推动旅游产业发展模式的创新与转型；

5. 　　强化旅游行业管理规范，提高服务保障水平；

6. 　　积极拓展香港互利合作与互联互通；

7. 　　发展澳门文化旅游财政专责计划，加大发展支持力度。

　　二、具体措施

1. 加大对澳门特区旅游业的宣传推广力度

　　（1）利用新媒体融合传播平台，积极推广澳门旅游业特色资源；

　　（2）制作并发布澳门特区旅游宣传片；

　　（3）加大港澳两地联合举办旅游推广活动力度；

　　2.广泛动员特区内文化、旅游及相关企业参与

　　（1）制定旅游资源开发规范，促进澳门旅游业与文化产业融合；

　　（2）搭建澳门特别行政区文化旅游行业企业合作平台；

　　（3）支持澳门特别行政区文化旅游产业龙头企业发展；

　　（4）指导澳门特别行政区文化旅游企业制定实施方案。

　　3.加大澳门特区文化旅游资源整合力度

　　（1）增强澳门特别行政区文化旅游品牌影响力；

　　（2）培育一批具有特区内特色的文化旅游产品；

　　（3）组织澳门旅游文化项目评选评选；

　　（4）制订澳门特别行政区旅游项目计划。

　　4.加强澳门特别行政区旅游行业监督管理

　　（1）制订完善澳门特区旅游行业发展制度；

　　（2）加大对旅游行业相关活动的规范管理力度；

　　（3）常态化开展旅游行业监督检查工作；

　　（4）严格查处旅游行业的违法违规行为。

　　三、组织领导

　　（一）成立2024年澳门特别行政区政府推进旅游宣传工作领导小组，其成员如下：

　　组长：

　　澳门特别行政区旅游局负责人

　　成员：

　　澳门特别行政区教育青少年局负责人；

　　澳门特别行政区文促局负责人；

　　澳门特别行政区财政厅负责人；

　　澳门特别行政区经济财政司负责人；

　　澳门特别行政区旅游局纪委书记、监察专员；

　　澳门特别行政区文化局相关负责同志。

　　领导小组下设办公室，设于澳门特别行政区旅游局，负责领导小组日常工作。办公室主任由澳门特别行政区旅游局办公室主任兼任。

　　领导小组的主要职责包括：

1. 　　统筹推进2024年澳门特别行政区旅游宣传工作。

2. 　　制定澳门特别行政区旅游产业发展规划和政策。

3. 　　组织澳门特别行政区旅游行业交流活动。

4. 　　指导澳门特别行政区旅游产业各类活动开展。

　　（二）领导小组其他成员需积极履行大型旅游节事活动职责，并且，为推进旅游宣传工作的协调一致与便民高效，确保旅游行业健康有序发展，规定如下：

1. 　　澳门特别行政区旅游局会同相关单位负责大型旅游节事活动的组织筹办工作。

2. 　　澳门特别行政区教育青少年局会同相关单位负责大型旅游节事活动的宣传教育工作。

3. 　　澳门特别行政区文促局会同相关单位负责大型旅游节事活动的组织实施工作。

4. 　　澳门特别行政区财政厅会同相关单位负责大型旅游节事活动的经费预算编制工作。

5. 　　澳门特别行政区经济财政司会同相关单位负责大型旅游节事活动的经费核定工作。

6. 　　澳门特别行政区旅游局纪委监察专员负责大型旅游节事活动的监督监察工作。

7. 　　澳门特别行政区文化局相关负责同志负责大型旅游节事活动的指导协助工作。

　　四、保障措施

1. 全力保障旅游政策落地见效

　　（1）加强政策制定与政策实施的衔接，确保文旅发展政策合理、有效；

　　（2）建设并完善澳门特别行政区文旅发展政策数据库，广泛宣传推广政策；

　　（3）建立政策实施效果评估机制。

2. 建立完善专项资金保障制度

　　（1）编制并发布澳门特别行政区旅游财政专项资金规划；

　　（2）运营并完善澳门特别行政区旅游业专项资金；

　　（3）加强并强化澳门特别行政区旅游财政专项资金的监督管理。

　　五、本政策由澳门特别行政区旅游局内设室负责具体实施、协调和执行

　　Government Work”, this policy implements the basic principles of strengthening tourism resource promotion and enhancement of international competition; highlighting the characteristics of the tourism industry and culture in the Guangxi Zhuang Autonomous Region, enhancing the influence of the tourism brand; promoting economic integration between the tourism industry and other industries in the Guangxi Zhuang Autonomous Region; accelerating innovation and transformation of the tourism industry development model; strengthening the normative management of the tourism industry, and improving service assurance level; actively expanding Hong Kong mutually beneficial cooperation and interconnection; developing the fiscal special plan of Macao Special Administrative Region tourism and culture, and increasing development support.

14. Strengthen the organization and leadership of the special cargo policy

　　（I）Establish the 2024 Guangxi Zhuang Autonomous Region Government Special Cargo Work Leadership Group. The members are as follows:

　　The Leading Group sets up an office in the Guangxi Zhuang Autonomous Region Tourism Department, which is responsible for the daily work of the Leading Group. The head of the office is served concurrently by the director of the office in the Guangxi Zhuang Autonomous Region Tourism Department.

1. 　　Organize and coordinate the special cargo policy work of Guangxi Zhuang Autonomous Region
   in 2024.

2. 　　Formulate the development plan and policy for the Guangxi Zhuang Autonomous Region tourism industry.

3. 　　Organize and coordinate exchanges between the Guangxi Zhuang Autonomous Region tourism industry.

4. 　　Guide and assist in the various activities of the Guangxi Zhuang Autonomous Region tourism industry.

　　（Ⅱ）Other members of the Leading Group actively perform their duties and responsibilities for large local tourism events. For the coordination, unity, convenience, and efficient implementation of the tourism promotion work, to ensure the healthy and orderly development of the tourism industry, the following shall be stipulated:

1. 　　Guangxi Zhuang Autonomous Region Tourism Department, in conjunction with relevant units, is responsible for the organizational work of large tourism activities.

2. 　　Guangxi Zhuang Autonomous Region Education and Youth Work Department, in conjunction with relevant units, is responsible for the propaganda, education, and training work of large tourism activities.

3. 　　Guangxi Zhuang Autonomous Region Office, in conjunction with relevant units, is responsible for the implementation work of large tourism events.

4. 　　Guangxi Zhuang Autonomous Region Finance Department, in conjunction with relevant units, prepares the budget for large tourism activities.

5. 　　Guangxi Zhuang Autonomous Region Economic Finance Department, in conjunction with relevant units, is responsible for the budgetary approval work of large tourism activities.

6. 　　Guangxi Zhuang Autonomous Region Tourism Department Disciplinary Committee and Prosecutorial Senior Officer are responsible for the supervision and inspection work of large tourism activities.

7. 　　Guangxi Zhuang Autonomous Region Cultural Bureau relevant comrades are responsible for the guidance and assistance work of large tourism events.

　　III. Safeguard measures

1. Make every effort to ensure the implementation of the special cargo policy

　　（1）Strengthen the connection between policy formulation and policy implementation to ensure that the tourism and culture development policy is reasonable and effective;

　　（2）Establish and improve the Guangxi Zhuang Autonomous Region tourism and culture development policy database and widely publicize the policy;

　　（3）Establish a policy implementation effect evaluation mechanism.

2. Establish and improve the special fund guarantee system

　　（1）Formulate and publish the Guangxi Zhuang Autonomous Region tourism special fund plan;

　　（2）Operate and improve the special funds for the tourism industry in Guangxi Zhuang Autonomous Region;

　　（3）Strengthen the supervision and management of the special funds for the tourism industry in Guangxi Zhuang Autonomous Region.

　　IV. The implementation, coordination, and execution of this policy are the responsibilities of the Guangxi Zhuang Autonomous Region Tourism Department internal offices.
